Gibraltar, a tiny British Overseas Territory in southern Spain, has became an early focus of the Brexit negotiation after a draft E.U. paper hinted to hand its future to Spain. The draft was met with strong opposition from both the terretory's residents and the British government.	直布羅陀為英國在西班牙南部的海外領土，近日意外成為英國脫歐初期談判的焦點。由歐盟發布的草案提議將該地的未來決議權交到西班牙手中，引發當地居民與英國政府的強烈反對。
Gibraltar was ceded to Britain in 1704 during the War of Spanish Succession. Over the next 300 years, the Spanish government had made several unsuccessful attempts to reclaim the territory. In a 2002 referendum, Gilbraltarians voted against a proposal of shared sovereignity (98% disapproval rate). And in the 2016 Brexit referendum, 96% of the residents voted to remain in the E.U.	直布羅陀在1704年的西班牙王位繼承戰爭被英國接收，其後三百多年來，西班牙政府屢次嘗試收回該地，卻未能成功。在2002年的公投中，直布羅陀居民以高達98%的反對率拒絕英國與西班牙的共同統治權，在2016年的英國脫歐公投中，也有96%的居民支持留在歐盟。
The draft E.U. paper states in a clause that “no agreement between the EU and the United Kingdom may apply to the territory of Gibraltar without the agreement between the Kingdom of Spain and the United Kingdom”. Gibraltarian officials called for the clause to be dropped, fearing that the territory will become a bargaining chip. British Prime Minister Theresa May also said that the country will not make any arrangement of sovereignity against the will of the people of Gibraltar.	歐盟的草案有一則條文指出「任何歐盟與英國達成的協議，在得到西班牙和英國政府的同意之前，都不是用於直布羅陀領土」。直布羅陀官員呼籲排除這則條文，否則該地恐淪為談判的籌碼。英國首相泰瑞莎．梅伊也表示，在統治權方面，英國不會做出任何違背當地人民意願的安排。
